A small towns development specialist gets reluctantly recruited by mobsters to soft-peddle their casino plans to a tiny, ailing desert hamlet. While on his way to warn the residents of the mobsters, he happens upon a trailer house fire where he rescues an elderly lady who mistakes him for an angel. This triggers a rash of hysterical angel sightings and brings to light old legends of angels having once watched over the local highway. He keeps the mafia threat a secret and allows the sudden tourism boom of angel mania to pump up the town’s economy. As the town’s religious leaders wrestle with this angel fever, the mob catches up with the development specialist, and now nothing can save him from their wrath except the REAL angels of Highway 7.
